No - Address Verification is 100% optional. 

When posting

When posting a wanted the poster has the option to give Address Verified users preference. This means users that have address verified, or are in the process of address verifying, will be given priority on replies. 

You can reply regardless

Even if the poster has selected the Address Verified Preference - EVERYONE is able to reply - and your reply WILL BE DELIVERED to the poster.
